Special Procedure Orders
Special Procedure Orders are a form of delegated legislation to which special parliamentary procedure applies. Part of this procedure gives those people or bodies who are especially affected by the order to petition against it to either House. If successful, such petitions are heard by a Joint Committee consisting of Members from both Houses. A practice direction was issued in June 2020 about the deposit of documentation relating to SPOs.

Special Procedure Orders which have recently finished their progress through Parliament
The Midland Metro (Wednesbury to Brierley Hill Land Acquisition) Order 2020 confers further powers of compulsory acquisition on the West Midlands Combined Authority (“the Executive”) for the purpose of the works authorised by the Midland Metro (Wednesbury to Brierley Hill and Miscellaneous Amendments) Order 2005. No petitions were received against the Order so it entered into force in September 2020.
Special Procedure Orders which have completed their passage through Parliament (since 1.1.2000)
- The Able Marine Energy Park Development Consent Order 2014 - This Special Procedure Order sought to grant development consent for a new harbour on the south bank of the Humber Estuary. The order was reported without amendment and has now come into force. - Rookery South (Resource Recovery Facility) Order 2011 - A Special Procedure Order concerning the proposed construction of a resource recovery facility near Stewartby, Bedfordshire finished its Parliamentary procedure in early 2013. The Order has now come into effect. - Borough of Stevenage (Ferrier Road) Compulsory Purchase Order 2009 - A Special Procedure Order concerning the proposed compulsory acquisition of part of Chells Recreation Ground in Stevenage was laid before Parliament in October 2012. The Order was not opposed and came into effect after the periods for the public and for Parliament to object to the Order had ended without any objections being made.
