Petitions
These are objections to the Special Procedure Order. They can be made by those who are specially and directly affected by the Order and can either be a petition of General Objection (which objects to the whole Order) or a petition for Amendment (which seeks to have amendments made to the Order). Each petitioner may deposit one of each type if they so wish.
Memorials
These are objections to the petition. They can only be made by the relevant Minister (in this case the Secretary of State for Energy and Climate Change) or by the applicant for the Order (in this case Covanta Rookery South Ltd).
