The cross is a gold (or silver-gilt) cross pattee enamelled red on the obverse with gold edges, and with a circular centre featuring the veiled profile of Queen Victoria. The words 'Faith, Hope, Charity' appear in gold on the left, top and right arms, and the date of institution, 1883, on the lower arm. The reverse is plain except for the central monogram "VRI" surmounted by a crown. The ribbon is in a bow formation, and is dark blue edged with crimson.
