The Budget Speech had left an impression that the government's position was under threat as the opposition and the Lords manoeuvred to destroy the Finance Bill that was drawn from the budget proposals. On 30 July 1909 Lloyd George delivered to a 4000 strong crowd not so much an attack on his detractors as a vindication of his proposals.
