Maclean Committee memorandum

This memorandum relates to  the 1918 Maclean Committee regarding the House of Commons' Clerks Department. Other papers from the committee include a table of the organisation of the department and the proposed plans for modernisation.

The memorandum  was submitted to the committee by the Clerk of the House, Sir Courtenay Ilbert, and gives an account of the responsibilities of  the Clerk in the chamber including his procedural role. Other duties included reading the orders of the day, endorsing bills sent or returned to the House of Lords and administering the oath to members on taking their seats.
