Draft Bills 2013-14

The Government publishes a number of Bills each Parliamentary session in draft form before they are introduced in Parliament as formal Bills.

A Draft Bill is published to enable consultation and pre-legislative scrutiny. After consultation and pre-legislative scrutiny has taken place, the Draft Bill may be introduced formally in House of Commons or the House of Lords.

Listed on this page are the Draft Bills published by the Government in the Parliamentary session 2013-14. Also published are select and joint committee reports, Government responses to select or joint committee reports or consultations, if available.

Draft Bills announced in 2013-14

The Government announced a number of new Draft Bills in the Queen's Speech 2013. The new Draft Bills were:

  • Draft Consumer Rights Bill
  • Draft Deregulation Bill
  • Draft National Insurance Contributions Bill
  • A draft Bill concerning National Assembly For Wales
  • A draft Bill concerning changes to the Riot Damages Act 1886

Draft Consumer Rights Bill

The Department for Business, Innovation and Skills (BIS) published the Draft Consumer Rights Bill on 13 June 2013:

The Cabinet Office published the Draft Deregulation Bill on 1 July 2013:

Draft clauses for the Finance Bill 2014

The Government has committed to confirming the majority of measures for inclusion in the Finance Bill at least three months prior to introduction of the Bill itself and, where possible, to publish draft legislation for each of these measures:

Draft National Insurance Contributions Bill

HM Revenue & Customs published the Draft National Insurance Contributions Bill on 15 July 2013:

Draft Modern Slavery Bill

The Home Office announced the publication of the Draft Modern Slavery Bill in a Written Ministerial Statement made on 16 December 2013. This Draft Bill was not announced as part of the Queen's Speech 2013.
