Draft Bills 2005-06

The Government publishes a number of Bills each parliamentary session in draft form, before they are introduced in Parliament as formal Bills.

Listed on this page are the Draft Bills published by the Government for the 2005-06 parliamentary session. Also published are select and joint committee reports and Government responses to select or joint committee reports.

Draft Coroners Bill

The Department for Constitutional Affairs (now known as the Ministry of Justice) published on 12 June 2006 a draft Bill to modernise the coroner system so that it provides a more effective response to bereaved families and others who are touched by the service.

The Coroners and Justice Bill was introduced into Parliament on 14 January 2009 and received Royal Assent on 12 November 2009.

Draft Legal Services Bill

The Department for Constitutional Affairs (now known as the Ministry of Justice) published on 24 May 2006 a draft Bill which set out legislative proposals to reform the way legal services are regulated and delivered.

The Legal Services Bill [HL] was introduced into Parliament on 23 November 2006 and received Royal Assent on 30 October 2007.

Draft Tribunal, Courts and Enforcement Bill

The Department for Constitutional Affairs (now known as the Ministry of Justice) published on 25 July 2006 a draft Bil which would create a new, simplified statutory framework for tribunals to provide coherence and enable future reform, and brings the tribunal judiciary together under a Senior President. It also replaces the Council on Tribunals, the supervisory body for tribunals, with an Administrative Justice and Tribunals Council, and gives it a broader remit.

The Tribunals, Courts and Enforcement Bill was introduced into Parliament on 16 November 2006 and received Royal Assent on 19 July 2007.

What is a Draft Bill?

A Draft Bill is published to enable consultation and pre-legislative scrutiny. After consultation and pre-legislative scrutiny has taken place, the Draft Bill may be introduced formally in House of Commons or the House of Lords.

Most Draft Bills are examined either by select committees in the House of Commons or in the House of Lords or by a joint committee of both Houses of Parliament.
