Draft Climate Change Bill
The Department for Environment, Food and Rural Affairs published on 13 March 2007 a draft Bill which would create a strong new legal framework to underpin the UK’s contribution to tackling climate change.
The Bill would put in place a clear and credible pathway to a statutory goal of a 60% reduction in carbon dioxide emissions. This will be based on a new system of "carbon budgets" set at least fifteen years ahead, and with progress reported annually to Parliament.
The Climate Change Bill [HL] was introduced into Parliament on 14 November 2007 and received Royal Assent on 26 November 2008.

Draft Human Tissue and Embryos Bill
The Department for Health published on 17 May 2007 a draft Bill which would establish a new regulatory body, the Regulatory Authority for Tissue and Embryos (RATE) taking up the functions of the Human Fertilisation and Embryology Authority (HFEA) and the Human Tissue Authority (HTA).
The Human Fertilisation and Embryology Bill [HL] was introduced into Parliament on 8 November 2007 and received Royal Assent on 13 November 2008.

Draft Local Transport Bill
The Department for Transport published on 22 May 2007 a draft Bill to empower local authorities to develop local solutions to local transport challenges.
The Local Transport Bill [HL] was introduced into Parliament on 7 November 2007 and received Royal Assent on 26 November 2008.

Draft Regulatory Enforcement and Sanctions Bill
The Cabinet Office published on 15 May 2007 a draft Bill which would establish a Local Better Regulation Office (LBRO), giving it statutory powers, to promote adherence to the principles of better regulation amongst local authorities, and greater coordination between them and central government.
The Regulatory Enforcement and Sanctions Bill [HL] was introduced into Parliament on the 8 November 2007 and received Royal Assent on 21 July 2008.
