Lords quiz academics on EU plans for Justice and Home Affairs
The House of Lords Home Affairs, Health and Education EU Sub-Committee will begin taking oral evidence for its new inquiry, which is examining the EU's next five-year agenda for EU justice and home affairs (JHA) activity, on Wednesday 20 November
At 11.00 am, the Committee will question:
- Professor John Spencer, Professor of Law, University of Cambridge and Co-Director of the Centre for European Legal Studies; and
- Professor Steve Peers, Law School, University of Essex.
The witnesses are likely to face questions on issues including:
- what lessons could be learnt from previous programmes and how they could usefully be reflected in any future JHA programmes;
- to what extent the Stockholm Programme governed the EU's approach to area of freedom, security and justice matters;
- any tensions that might be seen between the Commission and Member States on the development of the programme;
- whether recent events such as the death of migrants trying to reach the EU and the revelations about US surveillance of communications in the EU are likely to influence the development of the programme; and
- if the UK's decision to exercise the 2014 block opt-out from crime and policing measures will affect its negotiating position in terms of the new Rome Programme.
The evidence session will take place on Wednesday 20 November at 11.00 am in Committee Room 3.
