Lords to question HMRC and Treasury officials on Finance Bill


The House of Lords Sub-Committee on the 2014 Finance Bill will next week take evidence from officials from HMRC and HM Treasury in the last public hearing of its inquiry

Giving evidence to the Committee will be:

  • Judith Knott, Director, Corporate Tax, International and Stamps, HMRC,
  • Ian Quelch, Deputy Director, Business Customer and Strategy, HMRC,
  • Cerys Morgan, Deputy Director, Personal Tax, HM Treasury.

Areas the Committee will cover with the witnesses include:

  • Why the 2000 LLP Act failed to align the tax treatment of LLPs with that of general partnerships?
  • When did HMRC become aware that the presumption of self-employment in the Act was being exploited? Why has it not acted until now?
  • How will the Government respond to LLPs who review their partnership agreements to comply with provisions in the draft Finance Bill?
  • Would the witnesses accept that prior to the consultation undertaken in May 2013 the Government had a very limited understanding of how partnerships are structured, particularly in the City?
  • What progress have their departments made in improving their mechanisms to consult small business and non-business interests on tax changes?

The evidence session will take place at 3.35 pm on Monday 10 February in Committee Room 4A of the House of Lords.

The session will be webcast at www.parliamentlive.tv and is also open to the public. Journalists wishing to attend should go to Parliament's Cromwell Green Entrance and should allow time for security screening.
