Lords to quiz Energy Minister on electricity market reform legislation


The House of Lords Secondary Legislation Scrutiny Committee will question Michael Fallon, MP, Minister of State for Energy, about legislation for electricity market reform (EMR), on Tuesday 8 July.

The Energy Act 2013 enables the Government to implement EMR measures, in order to encourage low-carbon electricity generation and to ensure security of supply.  In June, the Department for Energy and Climate Change (DECC) laid six sets of Regulations, as well as other related documents, to take EMR forward (listed in the notes below).

The Committee will take evidence about these Regulations from Mr Fallon, from 3.45pm on Tuesday 8 July in Committee Room 3A of the House of Lords.

Areas the Committee will cover include:

  • Why are the measures to implement EMR under the 2013 Act being parcelled up in so many statutory instruments?
  • What concerns were raised by consultation respondents, and what changes have the Government made to their proposals as a result?
  • What steps are the Government taking to ensure that market participants understand the new arrangements in a timely way?
