Foreign Office to give evidence to Lords Committee investigating EU external affairs strategy


The House of Lords EU External Affairs Sub-Committee will take evidence from senior Foreign Office officials, tomorrow, Thursday 17 September.

The Committee is holding the evidence session as part of its inquiry into the strategic review of the EU's foreign and security policy.  The review is being carried out by the European Union's High Representative on Foreign Affairs, culminating with a new EU global strategy in 2016.

The officials giving evidence are Chris Sainty, Head, Europe Directorate at the FCO, and Richard Lindsay, Head of Department, Defence and International Security Directorate, FCO.

Areas for questioning in this evidence session also include the need to bolster diplomatic and analytic capacity abroad, whether the current migrant crisis should have an impact on future security policy, and how the EU strategic review sits alongside current UK foreign policy.

The Committee will also ask the witnesses questions on other areas, for example:

  • Does the UK Government support the High Representative's review of EU foreign policy, and is it a UK priority at the EU level?
  • Do the EU and Member States need to rebuild their diplomatic, assessment and analytical capacity in third countries?
  • Should the EU reconsider and revise its policies towards countries where migrant flows have become an urgent issue?
  • Without the prospect of enlargement, how should the EU revise its policies towards our eastern neighbours so as to exercise more effective influence?
  • What is the Government's view of the faltering progress of the Common Security and Defence Policy?

The evidence session will take place at 10.05am, on Thursday 17 September, in Committee Room 1 of the House of Lords.
