Leader of the House of Commons David Lidington to answer questions on the legislative process and delegated powers
The House of Lords Constitution Committee will this week take evidence from David Lidington MP, Leader of the House of Commons. The session forms part of the Committee's large-scale inquiry into the legislative process.
Mr Lidington will give evidence alongside Elizabeth Gardiner, First Parliamentary Counsel and David Cook, Second Parliamentary Counsel.
The Committee will ask the witnesses questions on a range of topics including:
- Will the ‘Great Repeal Bill' be subject to pre-legislative scrutiny?
- How do the Government decide which legislation should be subject to pre-legislative scrutiny?
- How far does current legislation meet the Office of Parliamentary Counsel's description of "good law" as law that is "necessary, clear, coherent, effective and accessible"?
- What is the role of the Leader of the House of Commons in upholding the quality of legislation? How does this interact with the responsibilities of the Attorney General?
- Has the reduction in the number of civil servants in recent years had a negative effect on the quality of legislation introduced to Parliament?
- Is there a case for making some secondary legislation amendable or providing greater opportunities for enhanced scrutiny of secondary legislation?
The evidence session will start at 10:30am on Wednesday 14 December in Committee Room 1 of the House of Lords.
