"Strathclyde Review"- Lords Committee to look at impact on effective scrutiny of secondary legislation

On 26 October 2015, the House of Lords agreed motions that delayed a statutory instrument which proposed changes to tax credits policy. The Prime Minister subsequently asked Lord Strathclyde to review the arrangements for the scrutiny of secondary legislation.

Lord Strathclyde published his report on 17 December. The report set out three options for change. The report was debated in the House of Lords on 13 January 2016. Some Members expressed concerns and were keen to ensure that Parliament should continue to give proper consideration to secondary legislation, as this contains the detailed regulations that often affect people's daily lives.

The Committee will open its inquiry on 2 February by taking oral evidence from:

4:00pm Rt Hon Chris Grayling MP, Leader of the House of Commons, on the implications of those recommendations for scrutiny by the House of Commons, and;

4:45pm Dr Ruth Fox, Director and Head of Research, and Mr Joel Blackwell, Senior Researcher, at the Hansard Society. Joint authors of a 2015 publication "The Devil is in the Detail: Parliament and Delegated Legislation.

The evidence sessions will be held in Committee Room 3 of the House of Lords.
