Constitution Committee to open inquiry into the legislative process
The House of Lords Constitution Committee will open its inquiry into the legislative process on Wednesday 2 November with evidence from Dr Ruth Fox of the Hansard Society and Sir Richard Mottram of the Better Government Initiative.
The Committee are looking in detail at the legislative process in the UK. The inquiry will be divided in four parts: the drafting of legislation and the scrutiny of Bills before they are introduced to Parliament; the delegation of powers from Parliament to Government; Parliament's scrutiny of legislation in Parliament; and the implementation and post-legislative scrutiny of laws after Royal Assent. The Committee is currently focusing on the first part of this inquiry — preparing legislation for introduction to Parliament.
The first session this week will see the Committee look at the process by which Bills are drafted and consulted on, the extent to which the public should be involved in the process of drafting legislation and how technology could assist in that, whether the right balance is being struck in legislation regarding the delegation of powers, and the impact Brexit is likely to have on the legislative process.
The evidence session with Dr Ruth Fox and Sir Richard Mottram will start at 10:30am on Wednesday 2 November in Committee Room 1 of the House of Lords.
