Lords Standards Commissioner publishes first report under new bullying, harassment and sexual misconduct rules


The independent House of Lords Commissioner for Standards, Lucy Scott-Moncrieff, has today published her first report on the conduct of a Member since new bullying, harassment and sexual misconduct rules were incorporated into the House of Lords Code of Conduct.

In her report the Commissioner finds that Lord Stone of Blackheath breached the Code of Conduct in relation to four complaints. In all four cases his behaviour met the criteria for harassment. In two cases it was harassment related to the protected characteristics of age and sex; in two others it was related to the protected characteristic of gender reassignment.

The Commissioner has dealt with the complaints by way of remedial action which was agreed by Lord Stone and the four complainants. This remedial action requires Lord Stone to take part in a course of bespoke training and behaviour change coaching sessions provided by an external supplier.
