What has the pandemic taught us about the UK’s devolution arrangements?

The House of Lords Constitution Committee will tomorrow hold its seventh evidence session for its inquiry into the constitutional implications of Covid-19. Members will question legal and political experts on the impact of the pandemic on the workings of the UK’s devolution arrangements.
The session will take place virtually on Wednesday 16 December at 10:20am and can be followed on Parliament TV.
Giving evidence will be:
- Professor Aileen McHarg, Professor of Public Law and Human Rights, Durham University
- Akash Paun, Devolution Lead, Institute for Government
- Professor Daniel Wincott, Blackwell Professor of Law and Society, Cardiff University
Questions the Committee is likely to ask include:
- Did the Coronavirus Act 2020 give devolved administrations the powers they needed to deal with the pandemic?
- How effective has coordination between the four administrations been during the pandemic, and what has been the impact of policy divergence?
- Are there examples from other countries that are instructive as to the management of the virus between national and regional/state legislatures and executives?
- How have public perceptions of devolution been impacted by the pandemic?
