Treasury minister to face Lords Finance Bill Sub-Committee questions

At 4.15pm on Monday 2 November 2020 the Financial Secretary to the Treasury, the Rt Hon Jesse Norman MP, will give evidence to the House of Lords Economic Affairs Finance Bill Sub-Committee inquiry on the draft Finance Bill 2020–21
This public evidence session will have remote participation by Mr Norman and Committee members. The session will be streamed live on Parliament TV.
The topics that will be covered in this session include:
- The evaluation commissioned by Mr Norman into the operation of HMRC’s powers.
- HMRC’s actions regarding the loan charge
- Whether HMRC’s strategy for combating promoters of tax schemes is the right one.
- Justification for removing the requirement for HMRC to obtain tax tribunal approval before seeking third party information from financial institutions.
- The likely effectiveness of tax checks for licence renewals in tackling non-compliance.
- Rationale for HMRC’s proposals on uncertain tax treatments.

The House of Lords Economic Affairs Finance Bill Sub-Committee’s inquiry is focussing on three areas of the draft Finance Bill 2020–21, all of which are related to the powers of HMRC:
- New proposals for tackling promoters and enablers of tax avoidance schemes;
- New tax checks on licence renewal applications; and
- Amendments to HMRC’s civil information powers.
