Scotland’s Cabinet Secretary for the Constitution, External Affairs and Culture to be quizzed by Lords

Tomorrow, the House of Lords Common Frameworks Scrutiny Committee will be questioning the minister responsible for the Common Frameworks Programme in the Scottish Government.

The session will explore topics such as the progress of the Common Frameworks Programme, the reform of intergovernmental relations, the transparency of the Programme, the ongoing management of Common Frameworks, and ongoing reporting on individual frameworks.

The session will take place virtually on Tuesday 7 December at 3:30pm and can be followed on Parliament TV.

Giving evidence will be:

  • Angus Robertson MSP, Cabinet Secretary for the Constitution, External Affairs and Culture, Scottish Government

Questions the Committee is likely to ask include:

  • What have you learned from working with the other governments as part of the frameworks process?
  • How will relevant frameworks be updated to account for the Trade and Cooperation Agreement between the UK and EU and future international agreements?
  • How do you see the relationship between the reform of Intergovernmental relations and the Common Frameworks Programme?
  • How will the relevant departments in your administrations report on the ongoing efficacy of individual frameworks after they have been fully implemented?
  • The UK Government plans to increasingly move management of Common Frameworks from the Cabinet Office to individual departments. Do you see a similar process happening in your own administrations with your specific department having less of a role as the Programme moves forward?
