Committee Chairs from across the UK to give evidence on common frameworks

Committee Chairs from the Welsh Parliament, Scottish Parliament and House of Commons will tomorrow share their experiences of the common frameworks programme to date, with the House of Lords Common Frameworks Scrutiny Committee.

The session will also cover cross-cutting issues such as the UK-EU Trade and Cooperation Agreement and other international agreements, the Northern Ireland Protocol and the UK Internal Market Act, as well as parliamentary scrutiny, interparliamentary cooperation and the state of intergovernmental relations.


The session will take place virtually on Wednesday 10 February at 10.30am and can be followed on Parliament TV.


Giving evidence will be:

  • David Rees MS, Chair of the External Affairs and Additional Legislation Committee, Welsh Parliament
  • Gillian Martin MSP, Convenor of the Environment, Climate Change and Land Reform Committee, Scottish Parliament
  • William Wragg MP, Chair of the Public Administration and Constitutional Affairs Committee, House of Commons

Questions the Committee is likely to ask the witnesses include:

  • What are your views on the common frameworks programme to date? What do you think are its strengths and weaknesses?
  • What concerns do you have over how the frameworks will relate to cross-cutting issues such as the UK-EU Trade and Cooperation Agreement and other international agreements, the Northern Ireland Protocol and the UK Internal Market Act?
  • How would you describe the process for scrutinising common frameworks in your committees and legislatures?
  • Do you see a role for greater interparliamentary cooperation in scrutinising common frameworks in future?
  • How would you assess the state of intergovernmental relations? What do you think the common frameworks programme says about the ability of the four governments to work together?

Members of the Common Frameworks Scrutiny Committee previously spoke to the Committee for the Executive Office, which is responsible for common frameworks scrutiny in the Northern Ireland Assembly. A transcript of this meeting is available online.
