Full Fact boss joins peers to probe freedom of expression online

Monday 22 February 2021

Will Moy, chief executive of independent fact checkers and campaigners Full Fact, will join academics to answer questions from the House of Lords Communications and Digital Committee tomorrow (Tuesday 23 February from 3.00 p.m.) as peers continue their inquiry into freedom of expression online.

The committee will probe fact-checking (misinformation and disinformation are widely discussed online harms) and the implications of artificial intelligence for freedom of expression, hearing from:

At 3.00 p.m.

  • Will Moy, CEO, Full Fact
  • Dr Lucas Graves, Research Associate, Reuters Institute for the Study of Journalism

Likely questions and topics of discussion include:

  • What should online fact-checkers be concerned about?
  • How accountable are fact-checkers for their judgements?
  • When a statement in a post has been identified as untrue, what action should platforms take?
  • Do users have the skills necessary to determine what is true online?

At 4.00 p.m.

  • Professor Sandra Wachter, Associate Professor, Oxford Internet Institute, University of Oxford
  • Professor Carissa Véliz, Faculty of Philosophy and the Institute for Ethics and AI, Hertford College, University of Oxford

Likely questions and topics of discussion include:

  • Is large-scale automated content moderation compatible with the freedom of expression?
  • Does automated content moderation disadvantage certain groups?
  • Are platforms sufficiently transparent about how their algorithms rank content in search results and social media feeds?
  • How well do users understand how algorithms work?

The session will be live on Parliament TV.
