Devolution experts to give evidence on post-Brexit common frameworks

The House of Lords Common Frameworks Scrutiny Committee will tomorrow question experts on the common frameworks programme in relation to the UK’s constitutional structure, the Northern Ireland Protocol, intergovernmental relations and parliamentary scrutiny. 

The session will take place virtually on Tuesday 26 January at 10.30am and can be followed on Parliament TV

Giving evidence will be: 

  • Professor Michael Keating, Professor of Politics, University of Aberdeen
  • Dr Hugh Rawlings, Honorary Professor, Cardiff University 
  • Jess Sargeant, Senior Researcher, Institute for Government 

Questions the Committee is likely to ask include: 

  • What role should common frameworks play in the UK’s constitutional structure?
  • How should the powers in the UK Internal Market Act to exempt the common frameworks from the market access principles be used in practice?
  • How will the common frameworks relate to the Northern Ireland Protocol?
  • To what extent are intergovernmental processes hamstrung by the UK Government representing both England and the United Kingdom as a whole?
  • What role should interparliamentary co-operation play in scrutinising common frameworks?
