English devolution - what is its purpose and future?

The House of Lords Constitution Committee will tomorrow hear evidence on the purpose and effectiveness of English devolution and what reforms may be required, as it continues its inquiry into the future governance of the United Kingdom.   

Giving evidence will be:

  • Andy Burnham, Mayor of Greater Manchester
  • Lord O’Neill of Gatley, vice-chair of the Northern Powerhouse

Questions the committee is likely to ask include:

  • What is your view of the process of devolution to metro mayors / combined authorities since 2014?
  • How would you assess the impact of Covid-19 on English devolution?
  • Is further devolution to the combined authorities necessary?
  • Do the current funding arrangements for combined authorities need to be reconsidered?
  • Are more significant reforms to the UK’s territorial constitution desirable to manage relations between London and the nations and regions? If so, what is the best model?

The session will take place virtually on Wednesday 7 July at 10.15am and can be followed on Parliament TV.
