Should consumers pay for net zero through higher energy bills?

Monday 12 July 2021

The House of Lords Industry and Regulators Committee will tomorrow question Citizens Advice and other energy consumer groups on the consumer costs of net zero.

The session continues the Committee's inquiry into UK energy regulator Ofgem and its role in achieving net zero carbon emissions by 2050.

The public session takes place on Tuesday 13 July at 10:15am. Follow the session live or catch up on Parliament TV.

The Committee will take evidence from:

  • Dhara Vyas, Head of Future Energy Services, Citizens Advice
  • Matt Copeland, Head of Policy and Public Affairs, National Energy Action
  • Lynne Gallagher, Chief Executive Officer, Energy Consumers Australia

At 11:15am:

  • Andrew Large, Chair, Energy Intensive Users Group

Likely questions for discussion include:

  • How do consumer interests conflict with the transition to net zero?
  • How effectively does Ofgem protect consumer interests?
  • Should the net zero burden fall on billpayers or taxpayers?
  • What support will vulnerable consumers need in the net zero transition?
  • Do energy companies deliver on their duty to consumers?
  • How effective is Ofgem’s regulatory role and remit?

As part of its Ofgem and net zero inquiry, the Committee invites written evidence from interested individuals and organisation in its Call for Evidence.
