Lord Dunlop to give evidence on intergovernmental relations

The House of Lords Common Frameworks Scrutiny Committee will tomorrow discuss intergovernmental relations and the Union with Lord Dunlop. The session follows Lord Dunlop’s review into Union Capability, published in March 2021.
The session will provide the Committee with the opportunity to ask Lord Dunlop about the current state of intergovernmental relations, the Government’s response to the Dunlop Report, the role of common frameworks in the future of intergovernmental relations, and the participation of Northern Ireland in intergovernmental relations.
The session will take place virtually on Tuesday 8 June at 10.30am and can be followed on Parliament TV.
Questions the Committee is likely to ask include:
- How has the situation with intergovernmental relations changed since you wrote your report? Are you happy with the Government’s response?
- What role do you see Common Frameworks playing in a reformed system of Intergovernmental relations? Would you support Common Frameworks being developed in areas that were not previously of EU competence?
- What dangers are there if the Northern Ireland Executive isn’t able to fully participate in intergovernmental processes due to either a lack of bandwidth or a failure to secure internal agreement?
- Are intergovernmental relations sufficiently institutionally embedded into the UK Government or are they too reliant upon interested individuals?
- What role should cooperation between legislatures play in supporting intergovernmental relations?
