Lords Select Committee to hear from Lord Patten of Barnes and experts on Chinese economy, technology transfer and global supply chains

Continuing its inquiry into the trade and security relationship between the UK and China, the House of Lords International Relations and Defence Committee will question the former Governor of Hong Kong and other experts in upcoming sessions.

On Wednesday 26 May 2021 the committee will hear evidence in two sessions which will take place virtually from 10am and will be available to watch live or on demand at Parliament TV.

Giving evidence will be:

10am

  • Dr Alicia Garcia-Herrero, Adjunct Professor, Department of Economics, The Hong Kong University of Science and Technology, Chief Economist for Asia Pacific at Natixis and Senior Fellow at Bruegel; and
  • Didi Kirsten Tatlow, Senior Fellow, Asia Program, German Council on Foreign Relations and Senior Non-Resident Fellow, Project Sinopsis, Prague, Czech Republic.

11am

  • Lord Patten of Barnes, Chancellor of the University of Oxford, Governor of Hong Kong 1992-1997.

Questions will include:

  • One of the priorities of China’s 14th Five Year Plan is self-reliance. What are the main reasons behind this? What does it mean for China’s economic relations with other countries, especially with the United Kingdom? 
  • What is the impact the US – China trade war and of the COVID-19 pandemic on the global value chains? What consequences might it have on Europe in general and the United Kingdom in particular by putting the existing model of integrated supply chains of production to the test?
  • What are the potential threats of Chinese technology transfer policy to the UK? In particular, what are the challenges to the UK universities and research institutes? What are the opportunities?
  • How important is China for the UK’s higher education sector?
