Department for Transport to give evidence on Common Frameworks Programme

The House of Lords Common Frameworks Scrutiny Committee will tomorrow be speaking to officials from the Department for Transport, on four provisional frameworks from the department which the Committee is currently scrutinising.
During the session, the committee will discuss topics including, justification for the four frameworks, the reason other areas have not been chosen for a framework, the role of the Irish Government as potential stakeholders, the process for working with the Department for Infrastructure, the differences between the frameworks, stakeholder consultation, and ongoing transparency.
The session will take place virtually on Tuesday 9 November at 10:30 AM and can be followed on Parliament TV.
Giving evidence will be:
- Martin Jones, Deputy Director, EU Division, Department for Transport
- Jeremy Hotchkiss, Deputy Director, Rail Industry Standards and Capability
- Clare Boam, Team Leader, Future EU Roads Relationship Delivery
- Osian Lewis, Head of EU Negotiations – Motoring and Freight
Questions the Committee is likely to ask include:
- Why did the Department decide that out of the 37 transport policy areas where frameworks were considered, only 4 required frameworks?
- How have the obligations under article 11 of the Protocol on Ireland/Northern Ireland affected the development of these frameworks?
- Do you see the Irish Government as stakeholders that should be consulted in these frameworks?
- What was the process for working with the Department for Infrastructure on these frameworks?
- How does your department see its role in providing more transparency about intergovernmental relations, and what part do you see frameworks playing in that?
