Energy market regulator and net zero on Lords agenda

Monday 1 November 2021

As part of its inquiry on Ofgem and net zero, the House of Lords Industry and Regulators Committee will tomorrow question the National Grid and National Grid ESO, as well as hear international perspectives on how energy regulation compares across borders.

During the session, the committee will talk to representatives from the Danish Energy Agency and International Energy Agency, to gain an insight into energy markets and regulation outside the UK.

Secondly, the committee will discuss issues facing Ofgem and its ability to effectively regulate the UK energy system with leaders at the National Grid and National Grid ESO, the separate electricity system operator.

The committee’s inquiry focuses on the remit and responsibilities of energy regulator, Ofgem, and in particular, its role in achieving net zero by 2050.

The session will take place on Tuesday 2 November at 10.30am. It is available to watch live and on demand on Parliament TV. Committee sessions are not open for physical attendance to the public.

At 10.30:

  • Kristoffer Böttzauw, Director General, Danish Energy Agency
  • Alejandro Hernández, Head of Renewable Integration and Secure Electricity Unit, International Energy Agency

At 11.30:

  • Claire Dykta, UK Head of Strategy, National Grid
  • Jake Rigg, Director of Corporate Affairs, National Grid ESO

Likely questions for discussion:

  • Is there a clear policy framework to support a net zero energy system?
  • What’s Ofgem’s role in regulating the net zero transition?
  • How might energy policy and regulation need to adapt towards a more decentralised model, where consumer play a more active role?
  • How sufficient are the UK’s net zero policies in comparison with other countries?
  • What is the impact of a more renewable energy system and how do other countries manage security of supply issues?
  • What is the international perspective on the trade offs between decarbonisation, consumer affordability and energy supply security?
  • How does the UK energy regulator-government relationship compare with other countries?
  • What is the international experience of independent energy regulation?
