How do we achieve a net zero energy system? Lords committee questions specialists

As it continues to investigate the regulatory role of Ofgem, the House of Lords Industry and Regulators Committee will hear from policy and regulation specialists on Tuesday 9 November at 10.30am.

The committee's inquiry considers the regulator's remit and in particular, how net zero relates to its other responsibilities.

The public evidence session will be available to watch live or on demand at Parliament TV.

At 10.30am, the committee will question:

  • Josh Buckland, Director, Flint Global
  • Tim Lord, Senior Fellow (Net Zero), Tony Blair Institute for Global Change.

At 11.30am, the committee will question:

  • David Gray, Vice Chair, Regulatory Policy Institute
  • Laura Sandys, Non-Executive Director, Energy Systems Catapult.

Likely questions for discussion include:

  • How does energy policy and regulation need to change to reflect calls for a more distributed energy system, in which consumers play a more active role?
  • Which policy and regulatory decisions are most important in achieving a net zero energy system? What is the timeframe?
  • How should we coordinate net zero policies in the public sector? Do we need a coordinating body?
  • Should the net zero target be more explicit in Ofgem’s remit?
  • Who should fund the costs of net zero transition?
  • Why have some many retail energy suppliers been so badly hit by the energy crisis and what is the future retail energy regulation?
  • What is the impact of net zero on consumers and what’s Ofgem’s role in supporting consumers?

In last week’s session, the committee pressed National Grid and National Grid ESO about assurances energy providers require from government and Ofgem in order to decarbonise.

It also gained an international insight into how energy regulation compares across borders with evidence from the Danish Energy Agency and International Energy Agency. The session is available to watch on Parliament TV.
