Lords to question devolved administrations on common frameworks

The House of Lords Common Frameworks Scrutiny Committee will next week question ministers responsible for Common Frameworks in the Scottish and Welsh Governments.
The session will provide the committee with the opportunity to ask the ministers about several matters, including the progress of the Common Frameworks programme, the effect of the Northern Ireland Executive not signing off frameworks for six months and the transparency of the programme.
The session will take place virtually on Monday 6 September at 3:30pm and can be followed on Parliament TV.
Giving evidence will be:
- Angus Robertson MSP, Cabinet Secretary for the Constitution, External Affairs and Culture, Scottish Government
- Mick Antoniw MS, Counsel General and Minister for the Constitution, Welsh Government
Questions the Committee is likely to ask include:
- How do you view the current state of the Common Frameworks programme and are you satisfied with the progress it has made to date?
- How did the lack of sign-off from the Northern Ireland Executive affect the programme in the first half of this year?
- What process would you like to see included in individual Common Frameworks for agreeing areas to be exempted from the Market Access Principles by the UK Government Secretary of State, under the Internal Market Act?
- How would you like to see the relevant frameworks updated to account for the Trade and Cooperation Agreement between the UK and EU?
- How do you respond to the criticism that the Common Frameworks programme has lacked transparency?
