Lords Environment and Climate Change Committee to hear from Government and Ofgem as Boiler Upgrade Scheme inquiry concludes

The House of Lords Environment and Climate Change Committee will conclude its inquiry into the Boiler Upgrade Scheme on Wednesday 14 December by taking evidence from the Government and Ofgem.
The session can be followed live or afterwards on Parliament TV or in person in Committee Room 4, Palace of Westminster
Giving evidence at 11am will be:
- Lord Callanan, Minister for Business, Energy and Corporate Responsibility, Department for Business, Energy and Industrial Strategy (BEIS)
- David Capper, Director of Clean Heat, Department for Business, Energy & Industrial Strategy
- Philippa Pickford, Director of Delivery and Schemes, Ofgem
Questions the committee are likely to ask include:
- What were your hopes and expectations for the Boiler Upgrade Scheme, and how has take-up been in practice?
- What lessons have Ofgem drawn from the delivery of the Boiler Upgrade Scheme which might be applied to future Net Zero schemes?
- What is the rationale for the approach to different technologies under the Boiler Upgrade Scheme?
- What roles do you see for advice services and retrofit coordinators in helping consumers to navigate a move to low-carbon heat?
- What do you see as the key policy conditions that will enable enough installers to train to support Boiler Upgrade Scheme uptake and the wider transition to low-carbon heat?
- What other policy measures do you believe will be necessary to support the transition to low-carbon heat?
- In your view, are existing schemes, such as the Social Housing Decarbonisation Scheme, Home Upgrade Grant and ECO, sufficient to help lower-income households switch to low-carbon heating systems?
