National Infrastructure Commission to give evidence to the Built Environment Committee

Later this morning, the House of Lords Built Environment Committee will hear evidence on infrastructure policymaking and implementation in central government.
At 10.30am the Committee will hear oral evidence from:
- Sir John Armitt, chair, National Infrastructure Commission (NIC)
- James Heath, chief executive officer, NIC.
At about 11.30am the Committee will hear oral evidence from:
- Jonathan Spruce, Trustee for Policy and External Affairs, Institution of Civil Engineers (ICE).
These evidence sessions, which are open to the public, will be held in Committee Room 4 of the House of Lords and streamed live on Parliament TV.
Topics likely to be covered in this session include:
- NIC’s understanding of its remit.
- How NIC coordinates with the Infrastructure and Projects Authority, the Infrastructure Bank, the Cabinet Office and HM Treasury.
- NIC’s fiscal remit when making recommendations for infrastructure.
- NIC’s role in communicating to the public the need for infrastructure investment and its benefits.
- ICE view on how the Government makes infrastructure investment decisions.
- How satisfied ICE is with HM Treasury’s evaluation of infrastructure projects.
- Changes in the decision-making process needed to make it cheaper to build largescale infrastructure in the UK.
