Land Use Committee looks at land use in the Netherlands

In the first of two evidence sessions later today, Monday 4 July the House of Lords Land Use Committee will explore in detail the Netherlands’ approach to land use governance and whether England could benefit from adopting aspects of that approach. The second session will look at land accessibility.

The sessions will start at 3.30pm and will be available to watch live or on demand at Parliament TV or in person in Committee Room 2, Palace of Westminster.

Giving evidence will be:

3.30pm

  • David Evers, Senior Researcher, Department of Spatial Planning and Quality of the Local Environment, PBL Netherlands Environmental Assessment Agency

4.30pm

  • Kate Ashbrook, General Secretary, Open Spaces Society; and
  • Tompion Platt, Director of Operations and Advocacy, Ramblers.

Questions will include:

  • Can you briefly describe for the Committee the overarching frameworks for land use and planning in the Netherlands? How are they devised, agreed, delivered and monitored?

  • The Committee is considering a land use framework for England. What key lessons from the approaches to land use in the Netherlands should we bear in mind when developing recommendations on such a framework?

  • How does the Netherlands ensure that competing priorities for land use are integrated and addressed within its frameworks? What steps, if any, are taken to avoid siloed policy making across Government ministries in relation to land use?

  • How might we balance the need for land access against other existing and emerging land use priorities? For example, how can we ensure that increasing land access does not result in negative impacts on nature and biodiversity?

The Committee is considering options for a land use framework for England. How might provision for access and recreation be incorporated into this? What challenges might this create?
