Third sector experts to give evidence on Common Frameworks Programme

The House of Lords Common Frameworks Scrutiny Committee will tomorrow be questioning experts from NGOs and think tanks as part of its inquiry into the Common Frameworks Programme.

The committee will discuss topics such as the scope of the Common Frameworks Programme, intergovernmental relations, engagement with the devolved legislatures, the UK Internal Market Act’s exclusions process, and the Subsidy Control Bill.  

The session will take place virtually on Tuesday 8 March at 10:30am and can be followed on Parliament TV.  

Giving evidence will be:  

  • Jess Sargeant, Senior Researcher, Institute for Government  
  • Michael Clancy, Director of Law Reform, Law Society of Scotland  
  • Ruth Chambers, Green Alliance 

Questions the Committee is likely to ask include:  

  • Beyond the 32 areas where a common framework exists, are there any further policy areas where a common framework should exist? 
  • Has the Common Frameworks Programme been given sufficient focus and status within government? 
  • What impact could the Subsidy Control Bill have on the relationship between the governments, and on the operation of relevant common frameworks? 
  • Should the UK government prioritise, and take responsibility for, engaging with Irish officials on frameworks that involve a cross-border element on the island of Ireland?  
  • Should the Crown Dependencies be engaged with common frameworks that interact with international obligations?
