Lords short-term lettings inquiry: does the short-term lets sector need further regulation?

On Tuesday 17 May 2022, the House of Lords Built Environment Committee will hear further evidence on the impact of short-term lettings, such as Airbnb, on housing markets, in particular how they affect the housing supply.

This session is part of the committee’s short inquiry on this topic.

At 10.00am the Committee will hear from:

  • Merilee Karr, Chair, UK Short Term Accommodation Association
  • Fiona MacConnacher, UK Public Affairs Manager, Booking.com
  • Amanda Cupples, General Manager (Northern Europe), Airbnb.

This evidence session, which is open to the public, will be held in Committee Room 4 of the House of Lords and streamed on Parliament TV.

Questions the Committee is likely to ask include:

  1. What is your assessment of the positive and negative impacts of short-term lets for consumers, local communities, housing markets, and the national economy?
  2. Is there a case for further regulation of the sector? What might be the drawbacks of further regulation?
  3. Do you see the growth in commercial lets (i.e. companies with a portfolio of short-term let properties) on your sites as an issue? If so, how should this be addressed?
  4. What might be done to address the lack of data on short-term lets?
  5. If there were to be a system of registration, how should it work? Should it be at a local or national level? What are the limitations to such a system?
  6. Would there be advantages in any other modes of regulation?
  7. What can be learnt from international best practice?
