Lords Environment and Climate Change Committee to explore consumer experience of Boiler Upgrade Scheme

The House of Lords Environment and Climate Change Committee will continue its inquiry into the Boiler Upgrade Scheme by hearing from organisations who have explored the consumer experience of switching to low-carbon heat with support from the scheme.

Giving evidence at 10am on Wednesday 9 November will be:

  • Andrew Sissons
    Deputy Director of the Sustainable Future mission, Nesta
  • Zoe Guijarro
    Principal Policy Manager, Net Zero Homes, Citizens Advice
  • Energy Systems Catapult

The session can be followed live on Parliament TV.

Questions the committee are likely to ask include:

  • what are the non-financial barriers that stop people from considering low-carbon heat and the Boiler Upgrade Scheme in the first place?
  • for people who explore a switch but stop in the middle of the process, what are the main reasons for them stopping or deferring a decision?
  • how much of a barrier are upfront costs and uncertainty about lifetime costs to the take-up of low-carbon heat?
  • in your view, what are the pros and cons of the current design and administration of the Boiler Upgrade Scheme?
  • what issues commonly arise for consumers in the use of low-carbon heat systems, and how can these best be addressed?
  • how could the Boiler Upgrade Scheme be improved?
