Access to emergency services inquiry continues as Lords Committee hears from senior officials across Police, Ambulance and Fire services

Tomorrow, Wednesday 19 October, the House of Lords Public Services Committee will continue its new inquiry into emergency services by hearing from representative and delivery bodies for the police, ambulance and fire services, alongside witnesses with examples of innovative emergency responses. The Committee will consider what lessons can be learned from these examples and examine institutional and governance barriers to change.

The session will start at 3.00pm and can be watched live or on demand at Parliament TV or in person in Committee Room 4, Palace of Westminster.  

Giving evidence will be:

3.00pm

  • Pam Kelly, Chief Constable, Gwent Police;
  • Dennis Keeley, Chief Fire Officer, Dublin Fire Brigade and;
  • Daniel Elkeles, Chief Executive Officer, London Ambulance Services NHS Trust.

4.00pm

  • Miriam Deakin, Director of Policy and Strategy, and Deputy Chief Executive (interim), NHS Providers;
  • Dr John Martin, President, College of Paramedics and;
  • Lisa Elliott, UK Deputy Director of Nursing: Workforce, Professional Practice and Quality, Royal College of Nursing (RCN).

Questions will include:

  • Your services are doing interesting things to work within – or between - services to improve outcomes for patients and service-users. Please could you outline some of these practices, and tell us why they work?
  • What changes are needed to ensure that the right people, with the right skills, attend emergencies?
  • Where could more collaboration between services be helpful to ensure the best outcome for service users? Where would it not be helpful?
  • How would you describe the balance of authority between NHS Trusts, Integrated Care Boards, NHS England and central government regarding emergency services? Do local leaders in health and ambulance services have the autonomy they need to deliver high quality services?
  • What impact do regulation and inspections have on the delivery of services? How could this be changed to better empower staff and ensure high quality services?
