Infrastructure inquiry: government ministers to give evidence

At 10.30am on Tuesday 17 January 2023, the House of Lords Built Environment Committee will take evidence from:
- Baroness Neville-Rolfe, Minister of State, Cabinet Office
- James Cartlidge MP, Exchequer Secretary, HM Treasury
- Jonny Medland, Deputy Director, Infrastructure, Digital and Culture, HM Treasury.
This evidence session is the last in the Committee’s inquiry on infrastructure policymaking and implementation in central government.
This session, which is open to the public, will be held in Committee Room 4 of the House of Lords and streamed live on Parliament TV.
Topics likely to be covered in this session include:
- The Government’s decision-making process for selecting large-scale infrastructure projects.
- Ministerial oversight of project implementation.
- How the work of the Cabinet Office, HM Treasury, the Infrastructure and Projects Authority, the National Infrastructure Commission and other related bodies is coordinated.
- How the approvals process could be improved to make it more likely that projects adhere to cost and schedule.
- Possible reform of how large projects obtain legal and planning permissions.
- Ministerial action when the Infrastructure and Projects Authority gives an infrastructure project a red rating.
- Possible changes in governmental processes to make it cheaper and quicker to build large-scale infrastructure in the UK.
