Modern methods of construction inquiry: committee to hear evidence from mortgage, warranty and insurance providers

At 3.15pm on Wednesday 29 November 2023, the House of Lords Built Environment Committee will hear evidence from:
- Mervyn Skeet, Director of General Insurance Policy, the Association of British Insurers
- Richard Smith, Head of Standards, Innovation and Research at National House Building Council
- Matthew Jupp, Principal, Mortgage Policy, UK Finance.
This session, which is open to the public, will be held in Committee Room 3 of the House of Lords and streamed live on Parliament TV.
The purpose of this session is to understand the concerns of mortgage, warranty and insurance providers about MMC-delivered homes, considering the evidence heard to date that the current regime of building regulations is appropriate for MMC developments.
Members will be asking what the role of data is in approvals for warranties, insurance and mortgages. They will explore what additional information companies believe is necessary, given the continued approval of MMC products for the housing market, and why it is argued that current approach to building control does not meet their requirements.

To increase housing supply and meet its 300,000 homes a year target, the Government has stated that we need a diversified housing market which embraces innovation, including MMC. However, MMC manufacturers have faced major challenges over the past year and a number of companies have gone into administration or halted production.
This inquiry seeks to understand the barriers to the increased delivery of MMC homes and to whether the Government’s approach to supporting the growth of MMC development is appropriate or effective.
