Modern methods of construction inquiry: committee to hear evidence on how MMC is used to construct hospitals, schools and military buildings

At 4.15pm on Monday 20 November 2023, the House of Lords Built Environment Committee will hear evidence from:
- Andrew Wolstenholme, Group Technical Director, Laing O’Rourke
- Christy Hayes, Chief Executive Officer, Vision Modular Systems and Tide Construction
- David Jones, Chief Executive Officer, Elements Europe.
This session, which is open to the public, will be held in Committee Room 4 of the House of Lords and streamed live on Parliament TV.
The purpose of this session is to hear the experiences of users of modern methods of construction (MMC) in buildings other than housing, including in hospitals, schools, defence and build to rent, to understand what factors have made MMC work well in other sectors.
Members will be asking why other sectors have not seen the same scale of business failures as the Category 1 MMC housing market. They will seek to understand why other countries have seen greater use of MMC and explore the role of the planning system in driving up the use of MMC projects.

To increase housing supply and meet its 300,000 homes a year target, the Government has stated that we need a diversified housing market which embraces innovation, including MMC. However, MMC manufacturers have faced major challenges over the past year and a number of companies have gone into administration or halted production.
This inquiry seeks to understand the barriers to the increased delivery of MMC homes and to whether the Government’s approach to supporting the growth of MMC development is appropriate or effective.
