Lords committee hears evidence on the role of the space domain in Ukraine war

On Wednesday 17 April, the House of Lords International Relations and Defence Committee will hold an evidence session exploring how the space domain has featured in the Ukraine war and lessons for UK defence policy.

The session will start at 10:30am and will be available to watch live or on demand at Parliament TV, or attend in person in Committee Room 1, Palace of Westminster.

Giving evidence will be:

  • Juliana Suess, Research Fellow, Royal United Services Institute (RUSI) and;
  • Theodora Ogden, Space Policy Analyst, RAND.

Questions will include:

  • How has space influenced the Russia-Ukraine war to date? In what ways has space technology enabled Ukraine’s resistance efforts; and to what extent has Russia relied on its space capabilities to deliver its aims?

  • How have commercial partnerships, such as those with Space X and others, contributed to Ukraine’s defence against Russian aggression; and what benefits and challenges have these commercial partnerships posed for Ukraine?

  • What key strategic and operational lessons can we draw from the war in Ukraine regarding the importance of space for UK defence? How serious is the threat posed by counterspace activities such as cyberattacks on satellite infrastructure and jamming; and should we be concerned about the possibility of physical Russian anti-satellite attacks?

  • What are the UK’s current strengths and weaknesses regarding its space capabilities, and what steps should the Government take to enhance the UK’s ability to respond to potential hostile actions in/from space?

  • What developments can we anticipate in the space domain in the near future? How will they impact the security landscape?

  • To what extent should the UK be developing sovereign space capabilities, and how can it strike the right balance between independence and collaboration? What challenges would the UK face in developing sovereign space capabilities? What opportunities are there to collaborate with like-minded partners?
