How are digital technologies affecting foreign policy in the twenty-first century?


Experts from NATO'S Cyber Centre, the Open Data Institute, Institute for Development Studies and the World Economic Forum will appear before the House of Lords International Relations Committee on Wednesday 14 March as part of its inquiry 'UK Foreign Policy in Changed World Conditions'.

The session will focus on how digital technologies and the challenges of cybersecurity are changing foreign policy in the twenty-first century.

The inquiry was launched in January 2018 to examine the changing face of international relations and foreign policy, and to assess the UK's strategy and capability to adapt to these changes.

Appearing at 10.40am:

  • Ms Merle Maigre, Director of the NATO Cooperative Cyber Defence Centre of Excellence

Questions will include:

  • To what extent have digital technologies changed the balance of power in international relations?
  • Is existing international law sufficient and are existing international institutions equipped to deal with the cyber challenge, or do we need to establish new bodies?
  • How is the UK regarded in terms of cyber-security capabilities?

Appearing at 11.40am:

  • Mr Peter Wells, Open Data Institute
  • Dr Becky Faith, Institute for Development Studies
  • Ms Nima Elmi, World Economic Forum

Questions will include:

  • To what extent have digital technologies allowed developing economies or countries without a democratic tradition to accelerate their growth and support good governance?
  • How have digital technologies economically and politically empowered individuals and civil society groups, particularly in developing economies or countries without a democratic tradition, and how have state responded?
  • How effectively has the UK adapted its international policy and approaches to developing economies to reflect an increasingly digital world?

The evidence session will take place in Committee Room 4.
