Lords Constitution Committee to question Andrea Leadsom MP and Baroness Evans


The House of Lords Constitution Committee will question the Leader of the House of Commons Andrea Leadsom MP and the Leader of the House of Lords Baroness Evans of Bowes Park on Wednesday 24 October. 

This public evidence session is part of the Committee's large-scale inquiry into the legislative process to follow its 2004 report on Parliament and the Legislative Process.

The session will focus on: select committee reports on bills; the relationship between the Houses; the scheduling of business in the House of Lords; amendments; the quality of explanatory materials; and public engagement in the legislative process. 

Giving evidence to the Committee at 10.30am, Andrea Leadsom and Baroness Evans are likely to be asked questions including: 

  • What is the process for the Government's consideration of and response to select committee reports on bills? How are lessons learned and disseminated across Government?
  • Do the two Houses complement each other effectively in the consideration of bills? 
  • How effectively does the scheduling of business work in the House of Lords? 
  • Would allowing more time between the stages of a bill improve parliamentary scrutiny?
  • How effective do you think the current mechanisms are for public engagement in the legislative process?
  • What is your assessment of the public's understanding of the legislative process?

The session will take place at 10.30am on Wednesday 24 October in Committee Room 1, House of Lords.
