Lords EU Committee to hear evidence on anti-dumping policies
This week the House of Lords EU External Affairs Sub-Committee will hear evidence about the Government's approach to anti-dumping policies and Market Economy Status (MES) for China.
At 11.15am on Thursday 2 February 2017 the Committee will hear from Amanda Brookes, Director, Trade Remedies, Access and Controls at the Department for International Trade.
Questions the Committee is likely to ask include:
- What is the Government's view on MES for China? Does the UK agree with the Commission's proposal to not grant MES to any country?
- A recent EU communication states that “faced with massive overcapacities flooding the EU market… we have reached the limit of what is feasible under the existing EU trade defence legislation to rein in external overcapacities and dumping”. Does the UK Government agree with this assessment?
- The EU has proposed a new methodology for calculating the ‘normal' value of products and dumping margins (the ‘lesser duty' rule). What is the Government's view on this?
- What support is the UK able to provide to industries such as steel, which are facing a glut in world production? Does the UK find EU rules restrictive in dealing with such issues?
- Lord Price told this Committee that after Brexit, the Government will create “a trade remedy framework which is able to react efficiently and effectively to incidents of unfair trade in a proportionate way”. What considerations might underpin this?
