Constitution Committee publishes sessional report 2016-17
The House of Lords Constitution Committee has published its 2016-17 Sessional Report detailing the work of the Committee in the last session.
Brexit was the main focus of the Committee's work over the last year and will continue to be in the current session. Ahead of the triggering of Article 50, the Committee called on the Government to ensure that Parliament played a central role in the decision to trigger Article 50, and said that Parliament must have a key role in scrutinising the Brexit negotiations and final deal. The Committee also published a report setting out the requirements and expectations for the Government's ‘Repeal Bill'.
The Committee identified trends in legislation including a lack of policy detail and the delegation of broad powers, and calls on the Government to ensure that its bills for the coming session address these issues so that both Houses can scrutinise them properly.
The Committee will continue to scrutinise legislation, particularly the bills to implement Brexit, and investigate wider constitutional issues, including completing its large-scale inquiry on the Legislative Process.
The Committee published five legislative scrutiny reports, corresponded with ministers on a further three bills, and published three reports in response to Brexit.
