Oxfam and the Centre for European Reform to discuss migration with Lords committee


How has funding under the EU Emergency Trust Fund for Africa been spent? Has the European Agenda on Migration reduced the incentives for irregular migration? How effective has the EU's deal with Turkey and the resettlement scheme for Syrian refugees been?

These are among the questions the House of Lords EU External Affairs Sub-Committee will be asking two witnesses on Thursday 30 November 2017.

At 10.05am the Committee will hear from:

  • John Springford, Director of Research, Centre for European Reform (CER)
  • Raphael Shilhav, EU Migration Policy Advisor, Oxfam International.

Other questions the Committee is likely to ask include:

  • The Oxfam paper 'An emergency for whom?' states that the EU Emergency Trust Fund for Africa lacks sufficient checks and balances. What safeguards should be put in place? What is your assessment of Italian and EU policies in Libya to stop migration via the central Mediterranean route?
  • How successful has the EU's focus on border management and coast guard training in Libya and its wider regional approach to Libya's southern border been?
  • How effective has tackling problems in the countries of origin from which most migrants come been in curbing migration?
  • Are more migrants now trying to reach Europe via the western Mediterranean route?

This evidence session will take place at 10.05am on Thursday 30 November 2017 in Committee Room 1 of the House of Lords.
