Who should enforce environmental policy after Brexit? Lords to ask experts


On Tuesday 28 November, the Select Committee on the Natural Environment and Rural Communities Act 2006 will take evidence from an EU think tank, the Institute for European Environmental Policy, as well as from the Landscape Institute.

The Committee will explore issues such as the extent to which Natural England relies on obligations under EU law to fulfil its nature conservation objectives, the potential need for a new environmental enforcement body, and whether public authorities are given the resources to properly consider the duty to promote biodiversity.

At 11:05am the Committee will hear evidence from:

  • Merrick Denton-Thompson OBE, President, Landscape Institute
  • Rebecca Hughes, Policy and Influencing Officer, Landscape Institute

At 12.05pm the Committee will hear evidence from:

  • David Baldock, Senior Fellow, Institute for European Environmental Policy
  • Martin Nesbit, Head of Climate and Governance Programme, Institute for European Environmental Policy

Questions the witnesses are likely to be asked include:

  • What powers should a new environmental body hold after we leave the EU?
  • What relationship will a new environmental body have with devolved administrations?
  • What opportunities and threats could Brexit bring to rural communities and agriculture?
  • Does Natural England have access to sufficient scientific expertise to allow it to fulfil its statutory objectives?

The evidence sessions will begin at 11:05am, Tuesday 28 November in Committee Room 1 of the House of Lords.
