Urgent question on Govia Thameslink rail electrification

Shadow Transport Secretary, Andy McDonald, asked an urgent question in the House of Commons on Govia Thameslink rail electrification on Tuesday 3 July.
The question was responded to by a Minister of State within the Department of Transport, Jo Johnson. He said, "on electrification, the Government are clear that passengers expect high-quality rail services. We are committed to electrification where it delivers passenger benefits and value for money."
Andy McDonald followed up by claiming "it is reported that the compensation package for passengers impacted by timetabling disruption will be the equivalent of one month’s travel." and asking if the Minister can explain who will pay for this?
