Transport Secretary announces terms of reference for the Rail Review

Chris Grayling, Secretary of State for Transport, has announced the terms of reference for the Rail Review in the House of Commons on 11 October 2018.

The Government announced a "sweeping review to transform Britain's railways" on 20 September 2018. The review will consider a range of issues relating to the rail industry, including the franchising system and value for money.

The Secretary of State announced that terms of reference for the Government's Rail Reviews have been published. Terms of reference set out what issues are and are not covered in a piece of work.

Shadow Transport Secretary, Andy McDonald, questioned why the terms of reference hadn't been made available in advance of the statement and whether the rail review is necessary, also stating,

'The rail industry has called for public ownership to be considered as part of the review..'
