The debate was proposed by Lord Leigh of Hurley (Conservative), member of the Finance Bill Sub-Committee.

Members taking part included:

  • Baroness Kramer (Liberal Democrats), Liberal Democrat Lords spokesperson for HM Treasury
  • Lord Lupton (Conservative), chair of the Lovington Foundation
  • Baroness Meacher (Crossbench), former chairman of the East London NHS Foundation Trust
  • Baroness Sherlock (Labour), shadow spokesperson for work and pensions

Baroness Stedman-Scott (Conservative), government whip, responded on behalf of the government.
